Energy Security and Self-reliance

Energy self-reliance is the organising idea behind Indonesia's power policy. PLN's national plan targets 10.3 GW of storage by 2034. Separately, a 100 GW solar generation programme launched its first phase in August 2026: 14 large solar plants totalling 5.3 GW, some already running. Its village component, 80 GW of solar with 320 GWh of batteries run by Merah Putih cooperatives, has just begun. A mandate to blend half biodiesel into diesel took full effect in July 2026 and aims to cut diesel imports by ~4 million kilolitres a year. Indonesia has one of the world's largest untapped geothermal resources – second only to the United States, but only about a tenth built out due to the economics.

Renewables have missed their own annual targets for ten years running, and fossil fuels still supply over 80% of the country's electricity (two-thirds from coal alone). The 2026 Middle East oil-price shock drew a defensive response at first: holding down subsidised fuel prices and raising coal mining output quotas. However, it has also sharpened the security case for building energy at home.

Nickel, Industry, and Carbon Markets

Having banned raw ore exports in 2020, Indonesia is now pushing its nickel processing beyond steel-grade products into battery materials – anchored by two flagship complexes: the US$5.9bn Dragon project with CATL and Antam, and the planned US$6bn Titan project with Huayou and EVE Energy. Processed nickel sulphate sells for roughly twice the price of raw ferronickel.

That processing is dirty: producing nickel releases ~93 tonnes of CO2-equivalent per tonne, close to a fifth of the country's total energy and industrial emissions, almost entirely from the coal plants, the smelters built to power themselves. That coal capacity is set to roughly triple from 2023 levels.

The money behind the transition is also becoming more domestic. Danantara, a sovereign wealth fund launched in 2025 holding some US$900bn in state assets, now leads the state's waste-to-energy build and may take on solar. However, its portfolio is still dominated by fossil fuel-heavy state firms.

Food Security, Land Use, and Climate Resilience

The government declared rice self-sufficiency in January 2026 and paused imports of rice, sugar and corn. The claim was tested shortly after: a fertiliser-price spike tied to a Middle East shipping disruption, followed by a strong El Niño that has delayed the rains, has put this year's rice output at risk.

The push for self-reliance carries a land-use cost. Deforestation rose 66% in 2025 to its highest level since 2016, driving by food and energy demands.

Separately, the Free Nutritious Meals programme feeds tens of millions of people and may be the biggest guaranteed buyer Indonesian farmers have ever had. However, food safety incidents show the delivery system is still facing significant challenges.

Ambition

MEDIUM Term (through 2030)

Nationally Determined Contribution (NDC)

Target: only ~20% of energy from new and renewable sources by 2030 – far short of President Prabowo's separate statement of 100% renewable power by 2035

100-Gigawatt Solar Programme

Target: 100 GW of solar capacity, including a village-scale battery storage build-out. To watch: whether the programme's first phase, and the battery storage build, move from groundbreaking to operating capacity.

Medium-LONG Term (2031 and beyond)

Net-zero

By 2060 or sooner, with 36-40% new and renewable energy by 2040.

EV Incentives

To watch: whether EV incentives lapsed in December 2025 are reinstated. Four-wheel EV sales share was up ~15% in 2025 (compared to ~7% in 2024).

ADAPTATION

National Adaptation Plan (2025)

5 priority sectors: health, water, food, energy, and ecosystem. Aligned with national development plans through 2045, and leans on several digital systems for implementation: SIDIK (Vulnerability Index Data Information System), SRN (national registry system), and AKSARA (National Low Carbon Action Plan Planning and Monitoring Application) for monitoring.

Disaster Pooling Fund (Pooling Fund Bencana, PFB)

Covers the full cycle: pre-disaster preparedness, emergency response, and post-disaster recovery, including insurance-based risk transfer for state assets.

New Peat and Mangrove Agency

Approved in September 2026. Successor to BRGM, the national mangrove-restoration agency, which had a 600,000-hectare mandate before it was dissolved at end-2024 having completed only ~84,000 hectares.

Select Green Economy Initiatives and Innovation Drivers

National Carbon Market Reset (Presidential Regulation 110/2025)

Ministry of environment; ministry of energy and mineral resources; idxcarbon

Reset the national carbon pricing framework and lifted a credit trading moratorium (since 2022); and widened power-sector carbon trading to 563 installations, obligating them to measure, verify and eventually trade their emissions. However, trading has been thin since the scheme began in 2023, because the actual emissions are close to the caps.

Rice Self-sufficiency Declaration and Import Pause

Ministry of agriculture

Declared in January 2026, alongside a pause on rice, sugar and corn imports, as part of the same self-reliance push driving Indonesia's energy and industrial policy. Within months, a fertiliser price spike and followed by a long dry season put the declaration under pressure, raising demand for biological inputs, water management and crop risk tools.

Jakarta Groundwater Restriction and Compliance Reporting (Governor Regulation 5/2026)

DKI Jakarta provincial government, PAM JAYA

Requires large commercial, residential and public buildings to report energy and water use every year from February 2027 and meet a minimum efficiency rating. This sits alongside a 2021 rule that bars large buildings in nine central zones from drawing groundwater (a key cause of subsidence).

OJK 2026 Physical Climate-Risk Stress-test Requirement

Otoritas Jasa Keuangan (OJK)

From 2026, banks must factor physical climate risk (flooding, drought, and heat exposure) into their lending stress tests. The requirement is forcing a shift: banks must move from relying on rough sector averages toward assessing risk at the level of individual borrowers and assets, a change in what data and modelling their lending now depends on.

100W Solar Programme and Village-scale Battery Storage

Ministry of Energy and Mineral Resources (ESDM); Merah Putih village cooperatives

Broke ground in August 2026 with 14 projects of ~5 GW. The full 100 GW is costed at ~US$73bn and targeted for 2029. The accompanying 320-GWh battery storage build is routed through village cooperatives rather than state utilities. Financing for the storage build specifically still to be secured.

Waste-to-energy Build (Presidential Regulation 109/2025; Danantara Subsidiary Denera)

Ministry of Environment; Danantara/Denera

Set up in October 2025 with a fixed tariff for waste-to-energy power, now scaled to ~US$5bn across 25 cities and financed through Danantara. The first project tenders have gone out. The construction will point to how much new waste-to-energy technology and delivery capacity there is.

Opportunities

1

Compliance Software for NEK Carbon Market

563 covered installations, a missed mid-2026 trading target, and a non-compliance penalty of a 25% cut in the next period's free allowances.

Demand signals

  • Near-term buyers are the 563 covered installations. Their mid-2026 compliance target already missed – zero compliance allowances issued or traded as of September 2026.

Innovation opportunities

  • Allowance management and quota tracking software for the installations covered
  • MRV and verification software ahead of eventual compliance-grade trading
  • Issuance process and registry, ideally with integration with the national registry and the ministry's reporting system

2

Building Water Reuse Retrofit and Pergub 5 Compliance Reporting in Jakarta

Jakarta is sinking, in large part because buildings have been pumping groundwater out from under it for decades. Restricting groundwater extraction, banned for large buildings in nine central zones since 2023, is the government's way of trying to slow that sinking. A 2026 rule now also makes large buildings report energy and water use every year.

Demand signals

  • Commercial/industrial building owners in Jakarta through the Pergub 5 compliance requirement. PAM Jaya covers ~80% of the city.

Innovation opportunities

  • On-site water reuse and greywater retrofit systems for existing buildings
  • Pergub 5 compliance reporting software
  • Metering and leak detection layered onto PAM Jaya's piped-water expansion
  • Retrofit financing and leasing for building owners

3

Physical Climate-risk Analytics for Lenders

OJK's 2026 requirement is a firm deadline. Most banks currently rely on sector averages that asset-level data would replace.

Demand signals

  • OJK's 2026 requirement itself is the trigger. Banks subject to the OJK requirement are buyers.

Innovation opportunities

  • Asset-level physical climate risk scoring for loan books
  • Sector/geography risk-exposure dashboards for banks
  • Integration layers connecting OJK's stress-test format to existing credit-risk systems

4

Battery Recycling as a Secondary Nickel Feedstock

Indonesia holds ~40% of global nickel reserves and >60% of global output and is building ~25–30 GWh of committed battery capacity, according to Bain.

Demand signals

  • Feedstock needs are growing. The 2026 nickel ore mining quota is cut by about a third. Though bigger battery groups are planning to run their own recycling plants, they are still likely demand drivers of recovery technologies, as are precursor and cathode makers.

Innovation opportunities

  • Battery grade material recovery (nickel, cobalt, and lithium) from end-of-life batteries
  • Feedstock supply contracts with the Dragon/Titan complexes and other battery cell plants
  • Collection and reverse logistics networks for spent batteries, which barely exist domestically today

5

Financed EV and Battery-swap Infrastructure for Two- and Three-wheelers

Indonesia's EV and battery-swap segment is, one of its most active areas for startups. However, e-motorbike sales fell 73% in the first eight months of 2026 as a promised subsidy did not materialise.

Demand signals

  • Buyers are gig-economy and delivery riders and the platforms/fleet operators. They can be reached through financing products rather than outright vehicle sales, though EV incentive policy (per Bain) remains uncertain.

Innovation opportunities

  • Earnings based financing and lease-to-own models for gig economy and delivery riders
  • Battery swap network expansion, interoperability, and station-siting analytics
  • Fleet-management and route/battery optimisation software for delivery and ride-hailing operators
  • Dealer and aftermarket financing for the segment

6

Storage Orchestration and Community Finance for the Village-storage Programme

Energy management systems, pay-as-you-go financing, and cooperative-friendly models, if and when the 320 GWh programme is funded and built.

Demand signals

  • The 100GW programme broke ground on 25 August 2026, starting with 14 projects of ~5GW. The full programme is costed at ~US$73bn for 2029.
  • The village-scale storage build is explicitly routed through Merah Putih village cooperatives, which aims to keep more of the economy – and of its ownership – in local hands.

Innovation opportunities

  • Storage orchestration and energy management software for village-scale batteries
  • Pay-as-you-go financing products compatible with Merah Putih cooperative structures
  • Operations and maintenance service contracts for distributed storage assets
  • Demand response and load-balancing tools connecting village storage to the wider grid
